Quick Verdict
Pick Hiroshima if Peace Memorial reflection, Miyajima torii tides, and okonomiyaki layered hotplates trump beach time. Pick Okinawa if Shuri Castle red-lacquer, Kerama coral reefs, and goya champuru longevity feasts beat WWII gravity.

How do Okinawa and Hiroshima compare?
Both sit at $150 mid-range and both are in Japan, but the cultural distance between them is greater than between Tokyo and Seoul — Hiroshima is a mainland Honshu city defined by its WWII memory and Okinawa is a subtropical Ryukyuan archipelago that was its own kingdom until 1879. Hiroshima is profound and quiet — the Peace Memorial Museum's harrowing artifacts, the A-Bomb Dome's preserved ruin, Miyajima Island's torii gate floating in the tide off Itsukushima Shrine, and okonomiyaki at Okonomi-mura with cabbage-and-pork layered between noodles and egg. Okinawa is coral-blue water and longevity diet — Shuri Castle's red-lacquer halls, Kerama Islands diving in the world's clearest water, goya champuru bitter-melon stir-fry, and awamori (Okinawan rice spirit) sipped at Kokusai Street izakaya.
Same $150 nightly, but daily cost diverges — Hiroshima is mainland prices ($45 dinner, JR Pass coverage) while Okinawa has resort-island markup on imported goods ($55 dinner, no Shinkansen). Hiroshima wins on cultural depth (5/5 vs 4/5 — the Peace Park experience is unmatchable), food range, and access via Shinkansen. Okinawa wins on nature access (5/5 vs 4/5 — coral reefs, beaches, mangroves), nightlife (3 vs 2), and that distinctively non-Japanese Ryukyuan identity.
Practical move: Hiroshima is best March-April or October-November — peace-park memorials hit harder in shoulder light. Okinawa peaks April-May (before rainy season) or October-November (after typhoon season). They don't combine easily — separate trips, or stack Hiroshima first via Shinkansen from Tokyo, then a 2.5-hour ANA flight to Naha for a beach decompression week.

🛡️ Safety
Okinawa
Okinawa is extremely safe by any global standard, consistent with Japan's overall reputation for low crime. The main practical risks are natural: typhoons, ocean currents, and traffic on the Expressway. US military-related incidents are occasionally reported but rarely affect tourists.
Hiroshima
Hiroshima is extremely safe, reflecting Japan's overall reputation as one of the safest countries for travelers. Violent crime is virtually nonexistent, theft is rare, and the city is well-maintained with excellent infrastructure. The biggest risks are natural disasters (typhoons, earthquakes) and heat exhaustion in summer.
🌤️ Weather
Okinawa
Okinawa has a subtropical oceanic climate — warm year-round, with a distinct rainy season (tsuyu) in May–June, typhoon season from July through October, and a mild winter that barely qualifies as cold. The sea temperature is swimmable from April through November.
Hiroshima
Hiroshima has a humid subtropical climate with four distinct seasons. Summers are hot and humid, winters are mild compared to northern Japan, and spring cherry blossoms and autumn foliage are spectacular. The rainy season (tsuyu) runs from mid-June to mid-July.
🚇 Getting Around
Okinawa
The main island has a single monorail line (Yui Rail) in Naha and a bus network that is slow and complex. A rental car is virtually essential for anything north of Naha or off the urban core — this is not a city built for public transport.
Walkability: Good within Naha's Kokusai-dori area and around Shuri Castle. Very low elsewhere — Okinawa's main island sprawls along a north-south axis with attractions spread across 100+ km. A car is not optional for serious exploration.
Hiroshima
Hiroshima has an extensive streetcar (tram) network — the oldest and largest in Japan — supplemented by buses and a good cycling infrastructure. The tram system connects the station to Peace Park, the castle, and the Miyajima ferry terminal. An IC card (ICOCA/Suica) works on all public transport.
Walkability: Hiroshima is very walkable within the central area. Peace Memorial Park, the Atomic Bomb Dome, Hiroshima Castle, and Shukkeien Garden are all within a 25-minute walk of each other. The flat river delta terrain and well-maintained sidewalks make walking easy. The Hondori shopping arcade provides covered walking in any weather.
