Baku is a relatively safe city for tourists with low levels of street crime and a visible police presence. The main concerns are petty theft in crowds, unmarked taxi scams, and political sensitivities around photography and criticism of the government. Azerbaijan has ongoing conflict with Armenia over Nagorno-Karabakh — the military situation in the conflict zone is separate from Baku, which is far from the border.
