The Golden Triangle question โ most travelers do Delhi-Agra-Jaipur in a single 7-day loop, but if you can only fit one, the choice comes down to whether you want the world's most famous monument or a fully alive city. Agra is essentially a one-monument town in the best way โ the Taj Mahal at sunrise (book the 6 AM entry, the marble shifts from pink to gold to white in twenty minutes), Agra Fort's red-sandstone Mughal complex 2 km upstream, and the abandoned Mughal capital at Fatehpur Sikri 40 km out. The city itself outside the monuments is rough. Jaipur is the working Rajput capital โ Amber Fort, the Hawa Mahal honeycomb facade, City Palace, Jantar Mantar's astronomical instruments, and the bazaars of Johari and Bapu where you can spend three afternoons.
Both run cheap โ Agra $20 / $55 / $150, Jaipur $20 / $55 / $150, safety around 60. Jaipur is much bigger and offers more variety: better hotels, better food, better shopping, better nightlife (such as it is in a Rajasthani city). Agra's hotel scene is famously underwhelming for a top-3 global tourist site โ even mid-range Taj-view rooms run on the bait-and-switch side, so book through a known name (Oberoi Amarvilas or ITC Mughal at the top end). Both are touts-heavy; Agra's pressure outside the Taj is some of the worst in India.
Both peak October-March. Pro tip: do Agra in 24 hours from Delhi via the Gatimaan Express (1h40 to Agra Cantt, $20 chair-class), do the Taj at sunrise, the Fort midday, and head back to Delhi or onward to Jaipur the same evening โ staying overnight in Agra rarely pays off. Jaipur deserves at least two full days. Pick Agra for the Taj alone, which earns its hype completely. Pick Jaipur for an actual city trip with forts, palaces, and proper bazaars to disappear into.

Jaipur is generally safe for tourists and one of Rajasthan's safest cities. The main concerns are aggressive touts, overcharging, and gem scams โ the city's gemstone trade attracts con artists who target tourists with "business opportunity" schemes. Standard travel precautions apply.
Agra
Agra is generally safe for tourists in terms of violent crime, but it has a well-documented problem with scams, touts, and aggressive tricksters targeting visitors around the Taj Mahal and railway stations. Gem scams (being taken to an overpriced shop by a "helpful" stranger), fake guides, bogus ticket counters, and rickshaw drivers who take you to commission-paying shops instead of your destination are the most common hazards. Solo women travelers report experiencing harassment and should exercise additional caution after dark. Air pollution is a serious health concern, particularly in winter.

Agra
Agra has a semi-arid continental climate with extreme seasonal variation. Winters are cool and hazy, summers are brutally hot and dry before the monsoon breaks in July. The most comfortable and popular months to visit are October through March. Note that winter fog (DecemberโJanuary) sometimes delays morning train services from Delhi and can obscure Taj Mahal views.

Jaipur
Jaipur is best navigated by a combination of auto-rickshaws, ride-hailing apps (Uber/Ola), and cycle rickshaws in the Old City. The city has a small metro system (2 lines) that covers some key routes. Hiring a car and driver for a full day is an excellent value proposition for covering multiple forts.
Walkability: The Old City (walled city) is compact and walkable โ Hawa Mahal, City Palace, Jantar Mantar, and the main bazaars are all within walking distance of each other. The streets are busy with traffic but navigable. Amber Fort and Nahargarh Fort require transport. Carry water โ Jaipur is hot even in winter afternoons.
Agra
Agra's main sights are spread several kilometers apart across a city of 1.7 million people with heavy traffic and no metro system. Walking between attractions is generally impractical. Auto-rickshaws and app-based taxis are the main options for tourists. The area immediately around the Taj Mahal (within 500 m) is a low-emission zone where only electric vehicles and non-motorized transport are permitted.
Walkability: Low. Agra's major sights are 3โ10 km apart across a chaotic city with minimal footpaths. The Taj Ganj neighborhood and old city lanes reward on-foot exploration, but plan on using transport for all inter-site movement.
